Indonesian parliamentary leaders present PPHN concept to President Prabowo

Leaders of Indonesia's People's Consultative Assembly (MPR) have formally handed over the draft concept of the State Policy Outline (PPHN) to President Prabowo Subianto. The presentation took place at the Presidential Palace in Jakarta, marking a significant step in establishing a long-term national development roadmap.

MPR Chairman Muzani stated that the PPHN concept, which was previously a draft under discussion, is now being submitted to the President. He explained that discussions were held with Prabowo regarding the PPHN's role. The President, in principle, deferred to the MPR on the mechanism for making the PPHN a guiding document for successive governments.

The PPHN is envisioned as a legal document outlining strategic policy directions and national development guidelines that will span across different presidential administrations. Its purpose is to provide continuity and a consistent direction for national development, preventing short-term political shifts from derailing long-term goals. This concept draws parallels with the former Guidelines for State Policy (GBHN) that were in place during Indonesia's Old Order and New Order eras.

Historically, the GBHN was determined by the MPR as the highest state institution and was binding on the president. Following amendments to the 1945 Constitution, which redefined the MPR's status, the GBHN was abolished. Its functions were subsequently replaced by laws governing national development planning and long-term national development plans. The current PPHN initiative aims to revive a similar guiding framework for national governance.
