Inter-American Commission Grants Protection Measures to Venezuelan Citizen Facing Forced Disappearance

The Inter-American Commission on Human Rights (IACHR) has taken a significant step by issuing precautionary measures for Víctor Hugo Quero Navas and his mother, Carmen Teresa Navas, highlighting the dire human rights situation in Venezuela. This decision, dated April 18, 2026, underscores the international community's growing concern over the arbitrary detentions and disappearances that plague the nation under Nicolás Maduro's regime.

Víctor Hugo Quero Navas is a merchant, and would have been detained on January 1, 2025. Since then, he would have remained without contact with his relatives and representatives, and without his health status, detention conditions, legal situation or official location being known. Meanwhile, his mother, an elderly person, would be subjected to warnings and intimidations by state officials. For their part, the State did not provide information to the CIDH.

The IACHR's resolution is based on credible evidence indicating a severe risk to the fundamental rights of Víctor Hugo Quero Navas, a merchant who allegedly disappeared after being detained on January 1, 2025. For over a year, his family and legal representatives have had no contact with him, nor has the Venezuelan state provided any information regarding his location, health, or legal status. This prolonged silence from state authorities is precisely what fuels the IACHR's alarm, as it intensifies the risk of irreparable harm.

The Commission valued that, to the extent that the health condition, legal situation and official location of the beneficiary continue to be unknown; and given the passage of time, the possibility of the consummation of harm to his rights increases. Added to the foregoing, it was identified that, despite the search actions and legal remedies that his mother tried to present, the authorities have not provided information about the beneficiary.
