Iran sets preconditions for Strait of Hormuz reopening, demands war compensation

Iran has laid out a series of demands for the reopening of the Strait of Hormuz, significantly complicating any potential deal to restore free passage through the vital waterway. Tehran insists on compensation for war damages and an end to what it calls "aggression against Iran and its allies in Lebanon, Palestine, Yemen, and Iraq."

The preconditions, detailed by Foreign Minister Abbas Araghchi and Security Chief Mohammad Bagher Zolghadr, also include the lifting of a U.S. naval blockade, the end of sanctions, and the release of frozen assets. The Revolutionary Guards stated that the reopening of Hormuz is not tied to negotiations with Oman, asserting that "the enemy is forced to accept Iran's conditions."

These demands come amid continued attacks in the strait, which have drastically reduced transit and led to the collapse of an April ceasefire. Iran has been targeting ships it accuses of attempting to circumvent its preferred route through Iranian waters. The UAE's foreign ministry condemned a "hostile Iranian attack" on an ADNOC tanker, while the UK Maritime Trade Operations reported another vessel hit off Oman. ADNOC stated that 15 of its vessels have been attacked in Hormuz since the war began, including three in the past week alone.
