Israel's Veto Power Looms Over Ukraine Arms Deliveries

Israel holds a potentially decisive influence over the supply of American weaponry to Ukraine, stemming from an agreement on joint defense cooperation. This arrangement grants Jerusalem the authority to approve the further export of weapon systems co-developed by both nations.

This Israeli prerogative was evident in 2023 when Ukraine's request for Iron Dome air defense systems, sought even before Russia's full-scale invasion, was blocked. According to The Washington Post, Israel cited concerns that selling the Iron Dome could antagonize Russia and potentially lead to the technology falling into Iranian hands.

The issue resurfaced as U.S. lawmakers consider expanding military cooperation with Israel through a new defense policy bill. While proponents, including Prime Minister Benjamin Netanyahu and influential lobbying groups, support deeper collaboration across various high-tech fields, some Democrats and Republicans are pushing back. They argue that current regulations undermine U.S. sovereignty and national security by limiting its options, particularly in providing aid to allies like Ukraine.

Senator Lindsey Graham, who passed away, had previously advocated for transferring U.S.-based Iron Dome batteries to Ukraine to bolster its defenses against Russian attacks. Despite being U.S.-funded, the transfer required Israeli consent, which was ultimately denied by then-Prime Minister Benjamin Netanyahu. Israel did, however, provide its own Patriot systems to the U.S., which were subsequently sent to Ukraine.
