Jakarta Elevated Toll Road Construction Reaches 44.12%, Operations Targeted for 2028

Construction of Jakarta's Harbour Road II (HBR II) elevated toll road is progressing steadily, with 44.12% of the work completed by early August 2026. The 9.68-kilometer Ancol Timur-Pluit section is slated for full operation in 2028, aiming to bolster connectivity across the Jabodetabek toll network, connect port areas, and link to Soekarno-Hatta Airport.

The HBR II project, representing an investment of around Rp15.8 trillion, is overseen by PT Citra Marga Nusaphala Persada Tbk (CMNP). PT Wijaya Karya (Persero) Tbk (WIKA) serves as the main contractor. Upon completion, HBR II will integrate with Harbour Road I, the Akses Tanjung Priok (ATP) toll road, and the Ir. Sedyatmo toll road leading to the airport. This integration is expected to strengthen the Jabodetabek toll network and improve the flow of traffic between the port and the airport.

PT Bandar Anugerah Jaya, a supporting subcontractor, has provided heavy equipment for logistics and construction material transport. Andri Manik, Director of PT Bandar Anugerah Jaya, expressed pride in contributing to the project, noting the 44.12% progress as a result of collective effort. He highlighted the challenges of working in a dense urban environment, near active railway lines, existing toll roads, and national roads, which required strict adherence to safety standards for all operated equipment.

The completion of HBR II is anticipated to significantly impact Jakarta Utara, the project's physical location. Furthermore, its integration into the broader Jabodetabek toll network could influence traffic mobility from other areas, including Jakarta Selatan. This southern district, with a productive age population making up 67.8% of its residents, relies heavily on efficient connectivity and distribution for its economic activities in sectors like finance and digital technology.
