The Ministry of Public Security is drafting a circular stipulating the use of forms; management, use, and exploitation of judicial record databases; and the procedures for issuing judicial record certificates and providing judicial record information.

This initiative represents a major step towards a more efficient and accessible public service system. The proposed regulations outline a clear, multi-step procedure for individuals seeking judicial records, offering options for online applications through the National Public Service Portal or VNeID, as well as traditional in-person or postal methods. The system will incorporate digital verification, including QR codes on paper certificates, to ensure authenticity and ease of access for authorized organizations. This move is expected to significantly reduce administrative burdens and enhance transparency.
