Judicial shake-up: Liu Fang-tzu appointed head of Kinmen High Court, Chiu Chih-ping transfers to Disciplinary Court

The Kinmen High Court has announced a significant leadership change, with Liu Fang-tzu taking over as its new president. Liu, formerly a judge at the Taiwan High Court, officially assumed her new role on August 25th. She succeeds Chiu Chih-ping, who has been transferred to a position as a judge at the Disciplinary Court.

The transition ceremony was part of a larger event held at the Taiwan High Court's Judicial Building. It included joint handover and oath-taking ceremonies for new presidents of several other judicial bodies, including the Intellectual Property and Commercial Court, the Lienchiang District Court, and district courts in Miaoli, Taoyuan, and Nantou.

Liu Fang-tzu brings over 30 years of judicial experience to her new role. A graduate of Chinese Culture University's law department, she passed the judicial officer examination in 1990 and completed her judicial training in 1993. Her career has included extensive work in criminal trials, and she previously served as the spokesperson for criminal matters at the Taiwan High Court. Her performance in both judicial and administrative roles has been recognized.

During Chiu Chih-ping's tenure as president, the Kinmen High Court saw active case clearance, maintaining a zero-delay status for all cases. He also promoted the digitalization of litigation processes, introducing measures like remote video hearings and electronic filings to reduce travel burdens for litigants and their lawyers commuting to Kinmen. Furthermore, Chiu focused on improving the living and working conditions for his colleagues, emphasizing punctuality in court, attentive case questioning, and the protection of rights for juveniles and victims, fostering a more user-friendly and accessible court environment.
