Kaohsiung Seeks NT$300 Million for Flood Control After Moon World Inundation

Kaohsiung's renowned Tianliao Moon World scenic area has been inundated by floodwaters for the second time this year, with the popular Xiaogongshui area submerged under a meter of water following torrential rain. The severe flooding prompted a visit from Economic Affairs Deputy Minister Lai Chin-lin, who surveyed the damage alongside Kaohsiung Mayor Chen Chi-mai.

Mayor Chen Chi-mai is actively seeking NT$300 million in funding to implement comprehensive flood control measures. These proposed improvements include raising existing dikes and constructing a new pumping station equipped with five powerful pumps. The goal is to significantly enhance the area's resilience against future heavy rainfall events and prevent recurring inundation.

The recent flooding occurred despite ongoing efforts to mitigate such disasters. The Water Resources Agency had allocated NT$85 million to construct a 215-meter-long dike along Xiaogongshui, designed to withstand a 50-year return period flood, with completion expected in November. Additionally, the city's Water Resources Bureau was undertaking a NT$2.5 million project to repair and protect the riverbank and foundation near the confluence of the Moon World drainage and the Erren River.

However, these measures were insufficient to prevent the latest flooding. The intense rainfall, reaching super-typhoon levels with a maximum 24-hour accumulation of 567 millimeters, caused 154 instances of water accumulation across Kaohsiung. The Tianliao Moon World area, a popular tourist destination, was particularly hard-hit, highlighting the urgent need for the proposed NT$300 million investment to bolster its flood defense infrastructure.
