Kazakhstan's new parliament, Kurultai, to convene, ushering in key appointments and government changes

Kazakhstan stands on the cusp of a new political era as its first Kurultai election concludes and the newly formed unicameral parliament prepares for its inaugural session on August 28. This convening marks a pivotal moment, activating the country's new constitution, which took effect on July 1, and setting the stage for significant institutional shifts and key appointments that will define the nation's political transition.

The Kurultai, named after historical gatherings of Turkic and Mongol tribes for major decision-making, will see its 145 elected deputies take their oaths of office. Presided over by President Kassym-Jomart Tokayev, the session will initiate the process of electing the Kurultai's leadership, including a chair and three deputy chairs, all requiring majority approval. Subsequently, the formation of a new government, the appointment of a vice president, and the establishment of the Kazakhstan People’s Council will commence.

The political and institutional steps are clearly set out in law. The next stage will begin with the opening of Kurultai’s inaugural session, where the newly elected deputies will take the oath of office.

Under the new constitutional framework, the 145-seat Kurultai assumes the role of Kazakhstan's sole legislative chamber. Its responsibilities are extensive, including passing legislation, approving presidential nominations for vice president and prime minister, overseeing the national budget and government operations, authorizing senior judicial and state appointments, and deciding on critical matters such as war, peace, referendums, and presidential elections. The parliament also holds the power to hold government members accountable and pass a vote of no confidence.

The election of the new Kurultai marks a continuation of Kazakhstan’s political reforms, meaning its decisions and use of its newly defined powers will face close scrutiny. The members of this first convocation will be remembered for their role in shaping a new political culture and advancing public policymaking in Kazakhstan.

Zhandos Aktayev, chairman of the Esti Bol Qory public foundation and a doctor of law, emphasized the significance of this transition. "The election of the new Kurultai marks a continuation of Kazakhstan’s political reforms, meaning its decisions and use of its newly defined powers will face close scrutiny," Aktayev stated. He added that the members of this first convocation will be instrumental in shaping a new political culture and advancing public policymaking.

Following the Kurultai's activation, attention will turn to the Kazakhstan People’s Council, a new supreme constitutional advisory body replacing the Assembly of the People of Kazakhstan. This council is empowered to submit legislation to the Kurultai, initiate national referendums, and serve as a crucial platform for dialogue between the state and civil society, further solidifying the evolving political landscape.
