Kyrgyzstan braces for winter electricity deficit, plans significant imports

Kyrgyzstan is preparing for a potential electricity shortage during the upcoming autumn-winter season, with authorities planning substantial imports to cover a projected deficit. The Ministry of Energy estimates that the republic will consume 19.6 billion kilowatt-hours of electricity in 2026.

While 15.5 billion kWh are expected to be generated domestically, the country will need to import an additional 4.1 billion kWh to meet demand. This situation is compounded by lower water levels in the Toktogul reservoir compared to the same period last year. Officials have urged for the rational use of water resources and adherence to electricity consumption limits.

In connection with this, members of the headquarters were instructed to rationally use water resources and observe the established limits for electricity consumption.

Details regarding the exact volume of water in the Toktogul reservoir remain classified, a policy implemented in May 2025. However, a month prior, the energy minister indicated the volume was 10.2 billion cubic meters, approximately 700-750 million cubic meters less than the previous year.

Preparations also include completing repairs on hydroelectric units and thermal power plants. The country requires 45,500 tons of fuel oil and 3.4 million tons of coal for the heating season. Fuel supplies are reportedly on schedule, with ongoing tenders and contract agreements. Local authorities are responsible for ensuring the readiness of heating enterprises and municipal facilities for the winter, with full preparation expected by October.
