Kyrgyzstan Proposes Law to Ensure Budget Funding for Presidential Academy of Management

Kyrgyzstan's Ministry of Science, Higher Education, and Innovation has drafted amendments to laws on education and public procurement. The proposed legislation aims to legally secure budget financing for the Presidential Academy of Management, which currently faces financial instability due to its special status granted in 2025.

According to the ministry, the academy's special status, which places its financial activities outside the budget system, contradicts its role as a key state institution for training public servants. This has made budget funding impossible, despite a presidential decree temporarily allowing it. The ministry argues that this temporary measure is insufficient for the academy's long-term strategic needs.

The proposed amendments would create an exception in the law for the Academy of Management, allowing it to receive direct budget allocations. This funding is intended to modernize professional development for civil servants, enhance the academy's research capacity in public administration, and support its role as the sole founder of the president. The academy also ceased admitting undergraduate students in 2025, losing a significant source of special funds amounting to approximately 12.5 million soms annually.
