Kyrgyzstan Simplifies Health Certificate Process with Digital Reform

Kyrgyzstan has successfully implemented a digital reform that significantly streamlines the process of obtaining health certificates, often referred to as "sanitary books." This initiative is part of a broader government program aimed at modernizing public services and improving efficiency.

Adylbek Kasymaliyev, Chairman of the Cabinet of Ministers, highlighted the reform's success during a recent meeting. The digital process has cut the time needed to issue a health certificate from eight working days to just four. Furthermore, the number of required in-person visits has been reduced from five to two, making the process more convenient for citizens.

Thanks to the joint work of state bodies, we managed to abandon the outdated paper model and create a unified digital process – from undergoing a mandatory medical examination to issuing an electronic health certificate.

The new digital system not only speeds up issuance but also aims to minimize the risk of counterfeit certificates. It allows for easier verification by employers and relevant authorities through an open state registry. This move away from an outdated paper-based model is expected to enhance transparency and reduce administrative burdens.

Kasymaliyev expressed gratitude to the state bodies involved in implementing this reform, emphasizing the collaborative effort between government agencies and the presidential administration. The successful digitalization of the health certificate process is seen as a key achievement in the government's ongoing reform agenda.

As a result, the processing time for health certificates has been halved, the number of citizen visits to medical organizations has decreased, excessive paper documentation has been eliminated, and an open state registry has been created, allowing employers and regulatory bodies to quickly check the current status of the document.
