Lawmaker Slams Control Yuan Nominee Over Performance, Vehicle Use

Legislator Hung Hsiu-chu has sharply criticized the nomination of Wang Jung-chang as Vice President of the Control Yuan, highlighting his alleged poor performance during his previous term. Hung pointed to Wang's record as the lowest in the entire Control Yuan for case investigations, with only 25 reports over six years and a period of six months without handling any cases. Additionally, she cited an instance where Wang received a "cautionary note" for misusing official vehicles.

Wang Jung-chang responded to the criticisms by explaining that his low case numbers were due to his dedicated focus on human rights issues as a member of the National Human Rights Commission. He stated that he prioritized human rights work, aligning with the "Paris Principles" which require human rights commissioners to be full-time. Regarding the misuse of official vehicles, Wang clarified that his situation differed from that of legislators and that his specific needs, such as access to a barber, could not be met by the institution's facilities.

Hung dismissed Wang's explanations as excuses, arguing that the Control Yuan has been too lenient with its own members, citing past cases of leniency and a lack of accountability for issues like the former Secretary-General's dog grooming expenses. She accused the Control Yuan of being a "green regime defense team," focusing on trivial matters while ignoring major issues such as alleged corruption in egg and vaccine procurement, the Hsinchu baseball stadium project, and the Premier's alleged unconstitutional actions.

Hung further alleged that her own complaint against Premier Cho Jung-tai for alleged dereliction of duty was dismissed without proper investigation on the last day of the previous Control Yuan's term. Wang acknowledged that the response to her complaint could have been more detailed and that the Control Yuan should improve its procedures. He also stated that the Premier's refusal to countersign laws is a constitutional power of the Premier's office, not specific to Cho Jung-tai.
