Lithuania approves transport tax exemption for municipal fire services

The Lithuanian government has approved a legislative amendment that grants transport tax exemptions to municipal fire services and forestry fire brigades. This decision aims to establish uniform tax benefits for institutions performing similar fire safety functions, rectifying inconsistencies in current regulations. The move aligns these services with institutions operating under the Ministry of Interior, which already benefit from analogous exemptions.

Submitted to the Seimas by MP Violeta Turauskaitė, the initiative arose from requests by municipal fire services. "We aim for not only the cargo vehicles of institutions operating under the Ministry of Interior and its minister but also the fire engines of municipalities and forestry departments to be exempt from the annual tax on registered cargo vehicles in Lithuania," Turauskaitė explained. She noted that while vehicles belonging to the Fire and Rescue Department under the Ministry of Interior are already exempt from this tax, municipal and forestry fire vehicles were not, creating a disparity.

The new regulation, set to take effect on January 1, 2027, also addresses road tolls. According to the revised Road Maintenance and Development Program Financing Law, vehicles belonging to the Ministry of Interior, its subordinate institutions, municipal fire services, and forestry fire departments will be exempt from road tolls for using paid roads. This ensures a consistent approach to these essential services.

Parliamentarian Turauskaitė emphasized that these services perform analogous functions, including implementing fire safety regulations, conducting fire prevention, educating the public, extinguishing fires, and organizing volunteer firefighter activities. The exemption acknowledges their critical role and aims to alleviate financial burdens, ensuring they can continue their vital work without unnecessary tax-related obstacles.

This creates discussions because (...) these services perform analogous functions: they implement the requirements of legal acts regulating fire safety, carry out fire prevention and public education, extinguish fires, perform initial rescue operations for people and property, and also organize the activities of volunteer firefighters.
