Lithuanian Audit Committee to Convene Extraordinary Session on Waste Management Plan Amid Contract Dispute

An extraordinary meeting of the Seimas Audit Committee is scheduled to address the implementation and outcomes of the government-approved National Waste Management Plan for 2014-2020. The committee will scrutinize the management and effectiveness of the Vilnius region's waste treatment system, which was established using state and European Union funds. Representatives from the Ministry of Environment, various environmental agencies, the National Crisis Management Center, the Competition Council, and State Control are invited to attend. Officials from Vilnius city municipality, its emergency operations center, Elektrėnai and Druskininkai municipalities, the Vilnius Regional Waste Management Center (VAATC), and Vilnius Cogeneration Power Plant (VKJ) are also expected. The meeting follows a significant legal dispute concerning the Vilnius mechanical-biological treatment (MBA) facility. In July, VAATC terminated its operational contract with "Energesman" due to the company's failure to meet its obligations. "Energesman" subsequently sued, seeking to halt the termination, but the court found no grounds to do so, granting the company 20 days to rectify the deficiencies. VAATC announced it officially resumed control of the MBA plant after the warning period expired and the court rejected "Energesman's" request to suspend the contract termination. Despite this, "Energesman" has filed two separate lawsuits challenging what it deems an "illegal termination of plant operation and modernization contracts."
