LOCAL ELECTIONS 2026: Extortion claims, cop probe fail to stop ANC Joburg candidate’s clearance to run

Sithembiso Zungu, a senior ANC Johannesburg leader facing allegations linked to three extortion cases and a police criminal assault inquiry, has been cleared to stand again in Ward 122.

Zungu, the City of Johannesburg’s MMC for Group Corporate Services, won the branch nomination in Vlakfontein and surrounding areas on 27 June 2026. He secured a substantial majority in a field of six candidates. The ANC will submit his name to the Electoral Commission of South Africa, which is expected to finalise the candidates’ list for publication by 16 September.

The ANC Integrity Commission referred Zungu to the party’s disciplinary committee in May. The report has not been made public, but ANC rules allow disciplinary action, including expulsion, if a member is found to have brought the party into disrepute. Zungu did not respond to questions about the status of that process.

Sebenzile Mkhonto, who stood against Zungu and lost, objected to his nomination to both the ANC and the IEC. Mkhonto said the objection was filed within the required 48-hour period but was not acted on. He also argued that the party had allowed Zungu to participate despite the Integrity Commission matter and its referral to the disciplinary process.

Zungu has repeatedly denied the allegations. He told Daily Maverick, “I’m probably one of the best councillors the ANC currently has. You should know by now that you are working with my haters.” He provided videos showing supporters welcoming his nomination and showed the publication his criminal clearance. IEC spokesperson Moya said candidates can still stand even if they are charged and convicted with the option of a fine.

Zungu’s municipal role gives him influence over the boards of Johannesburg’s 13 service-delivery entities, through which major contracts are routed. He entered local politics after serving as chairperson of the Vlakfontein Business Forum. Such forums seek local participation in infrastructure projects, but studies have found that some can become so-called construction mafias that demand shares of contracts and jobs.
