Macron urges calm amid Russian provocations, calls for more sanctions

French President Emmanuel Macron has called for European nations to maintain composure in the face of escalating Russian provocations targeting NATO members. Speaking via videoconference at a meeting of the Coalition of Volunteers in Kyiv on Ukraine's Independence Day, Macron stated that NATO countries are likely to become targets and provocations will increase. He stressed the need for an "adequate posture" while urging a calm response.

It is clear that NATO countries will be targeted and that provocations will multiply.

Macron asserted that Russia aims to heighten pressure on European countries to deter their continued support for Ukraine. He expressed solidarity with leaders who have recently faced Russian actions. The French president advocated for strengthening measures against Russia's "ghost fleet" – vessels used to transport oil and circumvent Western sanctions. He proposed convening a ministerial meeting in the coming weeks specifically to coordinate new measures against networks enabling Russia's energy exports.

According to Macron, international sanctions and Ukrainian military operations have altered Russian energy flows. He noted that Russia is now purchasing diesel and gas from southern countries, a shift from its previous role as a major exporter. Consequently, he urged for new sanctions to prevent Western companies from participating in the sale of these products to Russia. Macron also called for expedited delivery of interceptors and ballistic missile defense systems to Ukraine, stating that France would accelerate the provision of available capabilities and necessary authorizations to boost production.

We must redouble our efforts on sanctions and restrictive measures and strengthen our coordination, obviously avoiding the risk of escalation.

The shortage of interceptors and missile defense capabilities directly impacts Ukrainian civilians, Macron observed. He also highlighted the necessity of assisting Kyiv in preparing for the upcoming winter, anticipating potential attacks on its energy infrastructure. Financially, he called for accelerated disbursements to support Ukraine's budget. Macron underscored the security guarantees provided by allies to Ukraine and indicated that the coalition supporting Kyiv would continue its efforts.
