Mafia in IPS: Mario Varela backed the "Afara project" for bond issuance

Senator Mario Varela has voiced his support for a proposal by Senator Juan Afara to issue bonds for the Social Security Institute (IPS) to address its debt. Varela, a dissident Colorado senator, expressed his preference for Afara's project over the version submitted by the Chamber of Deputies, which he deemed "generic" and lacking technical substance.

Afara's initiative aims to inject $304 million through state bond issuance to immediately fund medication purchases and hire medical personnel. Varela argued that the Senate's proposed text limits the emergency to the 2026 fiscal year and designates a specific fund solely for medicines and medical supplies, explicitly prohibiting its use for settling prior debts. He emphasized that the priority must be to provide the institution with immediate budgetary resources to rectify the lack of healthcare coverage.

Regarding the selection process for the General Comptroller's Office, Varela noted the public hearings and the high number of applicants. He indicated that current Comptroller Camilo Benítez is a strong candidate for the final shortlist, as Varela believes Benítez is constitutionally eligible to continue. However, while acknowledging some progress under Benítez's tenure, Varela suggested that greater rigor in examining the financial declarations of high-ranking executive officials would have been desirable.

Finally, Varela stated his support for interpellating the Minister of Public Works and Communications, Claudia Centurión, following the tragic accident at the Pedrozo crossing that resulted in six fatalities. The senator believes an interpellation is warranted to address the circumstances surrounding the incident.
