Malaysia implements comprehensive traffic management plan for highway construction safety

Malaysia's Ministry of Works is rolling out a comprehensive Traffic Management Plan (TMP) at highway construction and widening sites. The goal is to guarantee user safety and enforce speed limits throughout project durations. Deputy Minister Datuk Seri Dr. Ahmad Maslan stated that concession companies and contractors will execute the plan, adhering to specific guidelines for each work zone.

The TMP includes essential safety measures such as warning signs, reduced speed limits, and traffic control equipment like barriers and warning lights. An Emergency Response Team (ERT) provides 24-hour monitoring of construction areas to ensure all safety requirements and approved TMP specifications are met. The ERT also swiftly detects incidents, relaying initial information to traffic control centers for dissemination to highway users.

The construction areas are monitored 24 hours a day by the traffic team, especially the Emergency Response Team (ERT), to ensure all safety requirements in the construction areas are complied with, including compliance with the approved TMP specifications.

These measures facilitate efficient and orderly management of traffic diversions and lane clearances following accidents. The ministry also conducts phased Road Safety Audits to assess the effectiveness of traffic management plans during construction and operation. Findings from these audits are addressed promptly with mitigation steps to continuously improve safety at project sites.

Furthermore, the ministry is strengthening road safety advocacy and education through strategic collaborations with highway concessionaires and agencies like the Royal Malaysia Police, Road Transport Department, Malaysian Institute of Road Safety Research (MIROS), and the Malaysian Productivity Corporation (NPC). Continuous awareness programs involving heavy vehicle associations and other stakeholders aim to boost road users' understanding of traffic regulations and heavy vehicle specifications.
