Malaysia Urged to Establish Bumiputera Empowerment Units in All Ministries

The Malaysian government faces renewed calls to expedite the establishment of Bumiputera Empowerment Units (UPB) within every ministry. This push, led by the National Consultation Secretariat, aims to ensure a more structured, integrated, and effective approach to empowering the Bumiputera community.

The secretariat highlights that the creation of UPBs is not a new concept but a persistent demand that has finally been accepted as an official government framework. This aligns with the General Circular No. 2 of 2025, which details the establishment, terms of reference, and structure of these units. The need for a dedicated mechanism to coordinate Bumiputera agendas across ministries was a key discussion point since the 2024 Bumiputera Economic Congress and was later incorporated into the Bumiputera Economic Transformation Plan 2035 (Putera35).

Putera35, a national policy comprising 132 initiatives under three core pillars and 12 drivers, aims to enhance Bumiputera participation, ownership, and dominance in the national economy. Despite various interventions, the National Consultation Convention previously noted that the primary challenge remains the comprehensive and effective coordination and implementation of these initiatives.

The National Consultation Secretariat stresses that UPBs must be activated immediately as fully functional implementation engines. They require clear authority, specific targets, reliable data, and defined accountability. Each ministry is urged to fully activate its UPB, complete with a defined structure, responsible officers, and a clear implementation mandate. Furthermore, each UPB should develop a ministry-specific action plan with measurable Key Performance Indicators (KPIs) based on its jurisdiction and opportunities. Regular progress reports to the central monitoring mechanism of Putera35 are crucial for identifying and resolving delays, overlaps, or weaknesses promptly.

The secretariat also suggests creating a performance scorecard to measure success not just by the number of meetings or programs, but by tangible improvements in Bumiputera participation, ownership, income, business scale, and dominance in strategic sectors. The existing governance framework for Putera35 includes monitoring mechanisms through various committees. The ultimate responsibility now lies with the government to translate decisions into action, bridging the gap between policy and execution. Bumiputera empowerment must be a national priority, driven decisively, continuously monitored, and evaluated based on tangible results felt by the Bumiputera community.
