Man fined $10,000 for sexual harassment after calling neighbor 'chest-pushing' during dispute

A man in Chiayi, Taiwan, has been fined NT$10,000 for sexual harassment after a heated argument with his female neighbor escalated into offensive verbal abuse and gestures. The dispute, which reportedly stemmed from an issue over the use of a common area, saw the man direct vulgar insults at the woman.

During the altercation, the man allegedly called the neighbor "despicable and shameless" and made explicit references to her breasts, claiming she was using them to push him. He further exaggerated the situation by mimicking her movements with exaggerated chest thrusts. The woman subsequently reported the incident to the police, accusing him of sexual harassment.

The relevant authorities reviewed the evidence, including a video recording of the incident, and determined that the man's behavior constituted sexual harassment under Taiwan's Sexual Harassment Prevention Act. He was subsequently issued the NT$10,000 fine.

Unsatisfied with the ruling, the man appealed the decision, arguing that his actions were a form of self-defense. He claimed the neighbor had provoked him by damaging potted plants and physically confronting him. He asserted that his verbal outburst was a necessary response to protect his family and property, and that the woman's actions did not meet the standard of a "reasonable victim" in a sexual harassment case. However, the Kaohsiung High Administrative Court upheld the fine, ruling that his behavior created an "intimidating or offensive environment," regardless of any prior actions by the neighbor.
