Master Plan for Mexico's 'El Insurgente' Train Delayed to 2027

The implementation of the Master Plan for the "El Insurgente" Interurban Train connecting Mexico City and Toluca has been postponed. Carlos Maza Lara, head of the State of Mexico's Secretariat of Urban Development and Infrastructure, announced that the plan will now be published and applied in 2027.

This marks a delay from the original objective to publish the plan in the official gazette in January of the current year. The delay stems from ongoing, specialized feasibility studies, including topographical, legal, hydrological, environmental, and mobility assessments. Maza Lara indicated these studies are expected to conclude by the end of this year or early 2027.

Once finalized, the Master Plan will guide urban development projects along the train's 60-kilometer route, which spans six municipalities in the State of Mexico. Proposed projects include a Linear Park along Avenida Las Torres, aimed at enhancing culture, recreation, and sports, and a System of Urban Biotic Corridors (CUB) to improve air quality and urban biodiversity, alongside pedestrian walkways and pollinator gardens.

Maza Lara acknowledged that the "Partial Plan" was published last year and remains in effect, but the Master Plan's completion is crucial, especially as the central median of Las Torres avenue is being encroached upon. The project will proceed in phases, with current efforts focused on studies to determine budgets and secure financing, which will involve state, municipal, and private sector contributions.
