Mirziyoyev proposes SCO framework for shared development

Uzbekistan’s President Shavkat Mirziyoyev used the Shanghai Cooperation Organisation summit in Bishkek to press for a more practical model of regional cooperation. He proposed a new concept, “SCO 2040: Space for Common Development,” built around the free exchange of investment, technology and knowledge.

The proposal would also support major infrastructure and industrial projects and expand ties among regions, businesses and citizens in SCO member countries. Mirziyoyev urged the organization to move beyond discussion and begin the practical launch of an SCO Development Bank, whose portfolio could cover transport, energy, industry and digital projects.

His broader list of initiatives included a digital map of SCO industrial cooperation and an open, multilingual dataset for artificial intelligence development. He proposed holding an SCO Forum on Artificial Intelligence in Tashkent in 2027.

The Uzbek president also called for a water and energy efficiency program through 2035 and the creation of a Council for the Integration of SCO Railway Systems. Other proposals included resuming the organization’s regular dialogue with Afghanistan and preparing a 2028-2030 program to preserve traditional arts and intangible cultural heritage.

Mirziyoyev thanked Kyrgyz President Sadyr Japarov for organizing the summit and congratulated Kyrgyzstan on the 35th anniversary of its independence. He also praised Kyrgyzstan’s SCO chairmanship and congratulated Pakistan on taking over the chairmanship.
