Nairobi Court Denies Bond to Chinese National Wanted in Uganda for Sh151 Million Fraud

A Nairobi court has ordered a 39-year-old Chinese national to remain in custody while Kenya considers Uganda’s request to extradite him over an alleged Sh151 million fraud.

Chen Guang, also known as Alex, faces 30 counts of forgery and one count of theft in Uganda. The alleged fraud involved UGX4,533,379,400, equivalent to approximately Sh151 million.

Ugandan authorities allege that Guang manipulated weighbridge bills and payment vouchers while working as a cashier at Diamond Steel Uganda Limited. Prosecutors said he used access to the company’s financial records, payment documents and internal processes to facilitate the alleged offences.

Guang was arrested on August 11, 2026, shortly after arriving at Jomo Kenyatta International Airport in Nairobi from Harare, Zimbabwe. Immigration officers acted on an arrest warrant issued by Chief Magistrate Aciro Joan of Uganda’s Mukono Chief Magistrates’ Court.

The extradition request, dated April 18, 2025, was transmitted through Kenya’s Office of the Attorney-General and Department of Justice. The Director of Public Prosecutions received it on June 10, 2026. Prosecutor Fatma Shaban opposed bail, arguing that Guang posed a flight risk and could evade Kenyan jurisdiction before the proceedings ended. The court found compelling reasons to keep him detained. The Kenyan case concerns whether he should be surrendered to Uganda, not whether he is guilty of the allegations.
