New Drug Refund Rules: What's Changing in Polish Doctor's Offices

The Gabinet.gov.pl portal is introducing a new tool designed to automatically determine the level of drug refunds, thereby relieving doctors of the financial burden and risk associated with these decisions. This move is a direct response to the historical challenges where physicians were solely responsible for setting refund levels, a process that often led to substantial financial penalties from the National Health Fund (NFZ) in cases of error. These penalties, sometimes reaching hundreds of thousands of zlotys, were particularly common for prescriptions of items like milk substitutes or anticoagulants.

The new functionality aims to enhance the efficiency of medical personnel and minimize errors in determining drug discounts. The system will now automatically align the co-payment level for a given medicinal product with the patient's condition, based on medical diagnosis and the appropriate ICD-10 code. While doctors will still diagnose, the system takes over the complex task of navigating refund regulations, which are subject to frequent updates. This automation is expected to save doctors time, allowing them to focus more on patient care rather than administrative and regulatory compliance. The system will also remember previous answers for returning patients, further streamlining the process.
