Nigeria's ICPC uncovers two more fake agencies, submits interim report to Tinubu

Nigeria's anti-corruption agency has exposed two more phantom government bodies, operated by a man who allegedly used forged documents and impersonated officials. The Independent Corrupt Practices and Other Related Offences Commission (ICPC) revealed its findings after submitting an interim report to President Bola Tinubu.

ICPC Chairman Dr. Musa Adamu Aliyu stated that Adeniyi Matthew Adeyemi, the self-proclaimed head of the Presidential Foreign Intervention Promotion Council (PFIPC), was never appointed by the government. The PFIPC itself was never legally established. Adeyemi allegedly forged his appointment letter and illegally used the offices of the former Presidential Economic Advisory Council (PEAC).

The investigation uncovered two additional fake agencies: the FCT Investment Promotion Agency (PIFA) and the Foreign Investment Promotion Agency (PIPA). These were reportedly created with forged legislative instruments to open bank accounts for illicit activities. Adeyemi also attempted to expand the fake agency's mandate to include revenue generation.

The ICPC found no evidence of weaknesses in the State House or Central Bank systems, nor were funds approved for the fake PFIPC/PEAC. The commission recommended prosecuting Adeyemi and imposing administrative sanctions on public officials who facilitated his operations. Collaborators were identified in offices including the Secretary to the Government of the Federation, the Head of the Civil Service, the Accountant-General, the Budget Office, and the National Information Technology Development Agency.

Dr. Aliyu confirmed that President Tinubu has acknowledged the report and is committed to addressing the issue with transparency and accountability. The investigation is ongoing to gather more evidence for criminal charges against Adeyemi and his associates.
