The Bangladeshi government has delineated responsibilities between two State Ministers for Foreign Affairs, Humaiun Kobir and Shama Obaed Islam, to assist the Foreign Minister in managing the ministry's functions.

Under the new arrangement, Humaiun Kobir, designated as State Minister for Foreign Affairs-1, will be responsible for bilateral and multilateral affairs. His portfolio also includes matters concerning non-resident Bangladeshis and any other tasks assigned by the Foreign Minister.

Shama Obaed Islam, designated as State Minister for Foreign Affairs-2, will oversee a broader range of issues. These include matters related to the Parliamentary Standing Committee on the Ministry of Foreign Affairs, human rights, research and innovation, environment and climate change, and the creative economy. Additionally, she will focus on Bangladesh's graduation from the Least Developed Country (LDC) category.

Islam's responsibilities extend further to encompass information and communication technology (ICT), the law of the sea and marine resources, global health diplomacy, and cultural and sports diplomacy. The distribution of these duties was formalized through a circular issued by the Ministry of Foreign Affairs, with the approval of Prime Minister Tarique Rahman.
