ORF budget cuts loom: Legal challenges expected?

Austria's public broadcaster ORF is set to face significant budget cuts, with plans to reduce its funding by 93 million euros annually starting in 2027. This reduction will not affect the public's contribution but will come from federal budget compensation previously provided to the ORF.

The funding adjustment is linked to the phasing out of a compensation mechanism that offset the loss of input tax deductions for the ORF following the transition to the new ORF contribution system. While the media ministry states the ORF will be able to access more funds from the contribution itself, there are discrepancies in the figures. The ministry's projected cap on these funds is approximately 80 million euros lower than the ORF's current financial plan indicates.

ORF Director General Ingrid Thurnher has warned that such cuts could undermine the foundations of the media organization. She has raised the possibility of legal action, arguing that the ORF requires sustainable financing to fulfill its public service mandate. Several candidates vying to succeed her have publicly supported the idea of a lawsuit.

In parallel, the media ministry is introducing new support measures for the newspaper industry, including a 25 million euro annual subsidy for distribution. Additionally, 30 million euros will be allocated in both 2027 and 2028 to support media in producing content that enhances media literacy among young people. This comes as a fund for digital transformation, previously valued at 20 million euros, is being discontinued.
