PAN, PRD and Somos CDMX challenge electoral institute decisions ahead of 2027 vote

Mexico City's 2026-2027 local electoral process has begun under immediate criticism from opposition parties, which accuse the city's electoral institute of undermining fairness and confidence in the vote.

Luisa Gutiérrez, president of the capital's PAN, urged electoral authorities to protect the independence, autonomy and legality of the 2027 process. Speaking before members of the Mexico City Electoral Institute, she said the institution was in crisis both in the capital and at the federal level, and argued that its impartiality was in doubt.

We see with great concern that the Electoral Institute, which should make us proud, is in crisis not only in the city, but also at the federal level.

Gutiérrez focused on the allocation of seats in the local Congress. She criticized the decision to count seven candidates who won through relative-majority voting as members of the Green Party caucus rather than Morena's caucus. She said the move artificially reduced Morena's number of majority victories and allowed the party to increase its proportional-representation seats from two to nine.

The Mexico City PRD said there could be no level playing field without equal conditions for all competitors. It argued that public party funding is a legal right, not a privilege or concession, and said those resources are essential for maintaining party structures, carrying out political activities and preparing for the election.

The Institute accepted those submissions and, by artificially reducing the number of majority victories attributed to Morena, the party miraculously went from two to nine proportional-representation seats.

The party demanded that the institute act with legality, impartiality and certainty, resolve pending procedures, and guarantee the immediate, complete and verifiable delivery of funds. It also called for a public report detailing each party's funding status, payment dates and any legal or administrative reasons for delays. The PRD warned that the issue now threatened the entire election, not only its own party.

Somos CDMX representative Fernando Belaunzarán predicted a peaceful voter uprising in 2027 against old politics, corruption and political simulation. “On June 6, 2027, there will be a civic and peaceful insurrection,” he said, arguing that voters would express their dissatisfaction and choose an alternative.
