Panama allocates millions to municipalities and cultural programs

Panama's Cabinet has approved two resolutions allocating significant funds to boost decentralization and cultural initiatives. The National Authority for Decentralization (AND) will receive an additional B/.4.2 million, while the Ministry of Culture (MiCultura) is allocated B/.5.1 million, both from the 2026 fiscal budget.

The B/.4,249,161.00 credit for the AND is earmarked to settle outstanding financial transfers from the fiscal years 2022 and 2023. These funds are designated for municipalities including Changuinola, Penonomé, Chame, Santiago, and Bugaba. The delays in these transfers stemmed from issues with the endorsement of resources from sources like Property Tax (IBI), Public Works and Municipal Services Investment Programs (PIOPSM), and Municipal Subsidies by the Comptroller General of the Republic.

Meanwhile, the Ministry of Culture will utilize its B/.5,191,579.00 to bolster the 'Latidos del Barrio: Culture that transforms communities' program. This initiative is designed to broaden access to cultural and artistic services within prioritized communities nationwide. Its core objectives include fostering social inclusion, encouraging citizen participation, and promoting community cultural development.

Both resolutions require the Ministry of Economy and Finance (MEF) to submit the documents to the National Assembly's Budget Committee for approval. Following this, the detailed breakdown of income and expenses will be registered for execution, ensuring the funds are channeled effectively to their intended recipients and programs.
