Peru to create new district Winchinkim on Ecuador border

Peru's government has moved to establish a new district, Winchinkim, in the Amazon region along its border with Ecuador. The Council of Ministers approved a bill to create the district, which aims to bolster the state's presence in this strategic border zone and improve access to essential services for its residents.

The proposed district, located in the Condorcanqui province of the Amazonas region, is expected to benefit around 4,000 people, predominantly from the indigenous Wampis community. This initiative responds to a long-standing demand from local indigenous leaders and authorities seeking their own jurisdiction to address the specific needs of border communities.

While the Ministry of Economy and Finance raised concerns about the new district's fiscal sustainability, the government declared its creation a matter of national interest. This decision, approved by the Council of Ministers, allows for exceptions to create districts in border areas for strategic reasons.

Key ministries, including Foreign Affairs, Defense, and Interior, have backed the proposal, viewing it as crucial for strengthening sovereignty, security, and development along the Ecuadorian border. The creation of Winchinkim is expected to facilitate public projects, bring state services closer to the population, enhance local governance, and combat illegal economic activities.
