PiS to lose funds as Mateusz Morawiecki’s Rozwój Plus gains parliamentary resources

The formation of Mateusz Morawiecki’s Rozwój Plus club will change both the seating plan and the flow of parliamentary resources when Poland’s Sejm returns from its summer break on September 2.

The new lawmakers will sit between PiS and Confederation, in rows running from the lower to the upper part of the chamber. Jerzy Woźniak, deputy head of the Sejm Chancellery, said Rozwój Plus would receive a group of rooms in the U building, where committee offices are located. He added that discussions might still determine whether the club receives another room closer to the plenary chamber.

The new club, Rozwój Plus, receives all its rooms in one place, proportionally to the number of lawmakers, and moves to the U building, the committee building.

The club’s operating funds will come from the parliamentary allocation previously assigned to PiS. Woźniak said each club receives money according to its membership, so the PiS budget will fall by the amount transferred to the lawmakers who left its ranks. Media calculations put the new club’s monthly allocation at roughly 120,000 to more than 140,000 zlotys.

Each club receives money for its activities according to the number of its members. If a group of lawmakers leaves the PiS club, the PiS club receives less funding by the amount that the new club receives.

Rozwój Plus may also receive two official cars with drivers. Under the stated rules, one vehicle is available to each registered club during working hours, while a second is assigned to the club leader on similar terms. Additional driver hours would require a separate agreement.

The club now has 41 lawmakers, making it the third-largest in the Sejm. Its creation follows an internal crisis in PiS and Morawiecki’s establishment of the Rozwój Plus association. The dispute intensified after Jarosław Kaczyński’s deadline for lawmakers to leave outside political associations passed in late July. Politicians linked to Morawiecki argued that they remained PiS members while pursuing a new civic initiative, but later acknowledged they were no longer party members after disciplinary proceedings began.

The principle is that every officially registered club receives one car with a driver for its use, but only from 8 a.m. to 4 p.m. The club also receives a second car for its leader with a driver on similar terms.
