Poland Launches Pilot Program for 'Local Content' in Public Projects

Poland is embarking on a new phase of its "local content" policy with a pilot program designed to measure the domestic component in public projects. The initiative, spearheaded by the Ministry of State Assets and the Central Statistical Office (GUS), will initially focus on state-owned energy giants: PGE, Tauron, Enea, and Orlen.

We are starting next week. The structure of the pilot study is very simple – we are starting with State Treasury companies from the energy sector. We have set a lower threshold for projects that we will examine at 50 million PLN.

The program's primary goal is to track and encourage the utilization of Polish subcontractors and suppliers in projects funded by public money. The pilot phase will examine projects valued at 50 million PLN or more. Minister of State Assets Wojciech Balczun emphasized that while the focus begins with state-controlled companies due to the government's direct influence, the "local content" doctrine is intended to become a fundamental element of national economic policy, transcending political divides.

According to GUS President Marek Cierpiał-Wolan, the pilot study, set to commence shortly, is structured simply to "calibrate" the methodology for future, more extensive measurements. The findings from this initial phase are expected in January 2027. This calibration is crucial to ensure the quality and accuracy of the final measurements, with the potential to adjust the strategy if the initial assumptions prove insufficient.

The full-scale "local content" study is slated to launch in 2027. It will expand beyond the energy sector to encompass other key areas such as infrastructure, transport, and defense. GUS has indicated that the scope may eventually include private companies as well, reflecting a broader ambition to bolster domestic industry across the Polish economy. This strategic push aims to ensure that significant public investments contribute more directly to national economic growth and capacity.
