Prosecutors Suspect Corruption in Planning of Bogor Hospital Project

Prosecutors in Bogor Regency suspect that corruption tainted the planning phase of the Rp 93 billion RSUD Parung hospital project, even before construction began. The Head of Special Crimes at the Bogor Regency Prosecutor's Office, Andri Zulfikar, stated that the planning and proposal submission stages did not adhere to applicable regulations.

So before the construction process began, our team found that the planning and proposal submission stages were not carried out in accordance with the applicable provisions.

These alleged fraudulent practices reportedly impacted subsequent stages, including procurement and the selection of service providers. Investigators suspect collusion between officials in the Health Agency and the Working Group for Procurement of Goods and Services (ULP/PBJ) of Bogor Regency. Violations noted include the use of invalid documents and mismatches in the qualifications of expert personnel proposed during the tender process, with indications that winning bidders may have been predetermined.

Andri Zulfikar explained that numerous discrepancies with regulations were found from the planning to the execution phases, suggesting the hospital's construction did not follow proper procurement laws. The Bogor Regency Prosecutor's Office is continuing its investigation to identify all responsible parties and ensure legal proceedings are conducted correctly. So far, 61 witnesses have been interviewed regarding the alleged corruption case.

The RSUD Parung, initially planned as a regional hospital, is currently functioning only as an inpatient clinic. The project, funded by Rp 93 billion in financial assistance from the West Java Provincial Budget for the 2021 fiscal year, was slated for completion in December 2021 but was delayed, finishing around mid-2022. Investigators have uncovered alleged budget markups, reduced work volumes, and building quality that did not meet specifications.
