The existence of three additional secret decrees, numbered 605, 606, and 607, signed prior to August 25, has also been noted, as they remain unpublished on the portal. These actions coincide with a visit to Moscow by the CIA director, who met with Putin. The specific topics of their discussion remain undisclosed, though reports suggest the CIA chief may have warned Putin about intelligence indicating potential new mobilization efforts and provocations against NATO.
