Romanian Ministry of Defence to hold large mobilization exercise in Neamț, Suceava, and Botoșani

Romania's Ministry of National Defence (MApN) is set to commence a significant mobilization exercise, MOBEX NT-SV-BT-26, across three northeastern counties: Neamț, Suceava, and Botoșani. The exercise is scheduled to run from August 14 to August 18.

Reservists residing in the respective counties will participate, for one day, in specific training activities, in the military units to which they are assigned.

During this period, reserve soldiers residing in these counties will be summoned to their assigned military units for a single day of specific training activities. Concurrently, in Neamț county, the National Administration of State Reserves and Special Issues will evaluate the readiness of local public authorities, institutions, and economic operators for national defense scenarios.

The MApN emphasizes that MOBEX NT-SV-BT-26 is conducted in accordance with Romanian legislation concerning the preparation of the population and economy for defense. Law 446/2006 on population preparedness for defense and Law 477/2003 on national economy and territory preparedness for defense provide the legal framework for these exercises. Employers are obligated to grant paid leave to their reserve employees participating in these activities.

MOBEX NT-SV-BT-26 is organized based on Law 446/2006 on the preparation of the population for defense and Law 477/2003 on the preparation of the national economy and territory for defense.

MOBEX exercises are peacetime drills designed to test the defense readiness of the population, economy, and territory. They also assess the capacity of national security and defense structures to mobilize personnel and resources. Similar exercises have been held in these counties in previous years, with the last one in 2026 taking place in Alba and Hunedoara counties in May.

According to the law, reservists participate in mobilization training and exercises. At the same time, employers have the obligation to ensure the participation of their salaried reservists in these activities, by granting paid additional leave, based on the certificate issued by the military center.
