Russia rejects Black Sea ceasefire proposal

Russia has dismissed Ukraine's reported proposal for a limited ceasefire in the Black Sea, deeming it insufficient and lacking a solid foundation. Maria Zakharova, spokesperson for the Russian Foreign Ministry, stated that there is no basis for "half-measures" that would merely provide the opposing side with a breathing room.

This Russian stance comes after reports from Reuters, citing anonymous sources, indicated that Ukraine had suggested a mutual cessation of attacks targeting civilian infrastructure in the Black Sea. The proposal, according to one source familiar with the matter, was conveyed through a third country.

Turkey has historically positioned itself as a mediator in the conflict, offering its services on multiple occasions. The nation played a behind-the-scenes role in several prisoner exchanges between the warring parties. Perhaps its most significant diplomatic achievement in the region was the grain deal brokered in 2022.

In collaboration with the United Nations, Turkey helped secure an agreement that allowed for the safe export of Ukrainian grain and other foodstuffs via the Black Sea, despite the ongoing war. The primary objective of this deal was to mitigate global supply crises and prevent sharp price increases for grain. However, Russia officially withdrew from the agreement in 2023.
