Rwanda-threatened rebel group FDLR agrees to demobilize

The Democratic Republic of Congo (DRC) government announced on Wednesday that the rebel group Forces Democratiques de Liberation du Rwanda (FDLR), long considered a threat by Rwanda, has agreed to demobilize and disarm.

The political and military leadership of the FDLR signed a protocol committing to participate, along with all their combatants, in the demobilization process.

According to DRC's Minister of Regional Integration, Floribert Anzuluni, the political and military leadership of the FDLR signed a protocol committing all combatants to the demobilization process. However, the rebels stipulated that their members must be housed in "sufficiently secure" camps. Anzuluni hailed the agreement as a "significant step" in implementing a peace deal signed in Washington on December 4th between Congolese President Félix Tshisekedi and Rwandan President Paul Kagame, with then-U.S. President Donald Trump present.

This agreement represents a significant step for the implementation of the peace agreement signed in Washington on December 4.

The Washington agreement stipulated that Rwanda would withdraw its troops from the DRC and leave Congolese territory, termed the "lifting of defensive measures." In return, the DRC committed to neutralizing the FDLR, which poses a threat to Rwanda. Despite this, Anzuluni suggested that Rwanda has manipulated the FDLR issue as a pretext to "conceal its now-known objective of aggression" in eastern Congo.

Rwanda initially committed to withdrawing its troops from the DRC and leaving Congolese territory, which they called the lifting of defensive measures. For its part, the DRC committed to neutralizing the FDLR, which constitute a threat to Rwanda.

A committee involving regional and international partners will be established to oversee the demobilization. Suspected perpetrators of crimes against humanity will face judgment. The FDLR, formed in eastern Congo in 2000, comprises Rwandan Hutus who participated in the 1994 genocide and seek to regain power in their country. The region remains unstable, with ongoing conflict fueled by rebel groups and the army, despite the UN's MONUSCO mission.

The FDLR issue is clearly a manipulation by Rwanda, which used it as a pretext to conceal its now-known objective of aggression in eastern Congo.
