Sachsen sees rise in truancy proceedings

Saxony has reported an increase in legal proceedings against students who are habitually absent from school. In the 2024/25 school year, the state's Ministry of Education initiated 7,924 administrative offense proceedings against truants, a rise from the 7,113 cases recorded in the 2017 school year.

These proceedings are typically launched when a student has accumulated five days of unexcused absences, and initial discussions with the student and their guardians have proven unsuccessful. The juvenile welfare office may also become involved in such cases. Under Saxony's school law, individuals found guilty of truancy can face fines of up to 1,250 euros.

The data indicates that truancy proceedings are most frequently initiated in vocational schools and upper secondary schools, while gymnasiums (academic high schools) registered the fewest cases. Saxony's Minister of Education, Conrad Clemens, emphasized the importance of early intervention, stating, "Those who deliberately stay away from school must expect consistent proceedings and fines. Early action is crucial."

Clemens also noted that the framework for addressing school absenteeism is currently under review to ensure a more consistent approach. The ministry aims to integrate support mechanisms from the outset, involving guidance counselors, school social workers, school assistants, and psychologists. While students can be granted leave for specific exceptional circumstances, such as religious events, family occasions, or approved international exchanges, extending holidays is explicitly not permitted.
