Scandalous Construction Resumes in Bishkek Despite Suspended License

Construction activities have controversially resumed at a site in Bishkek's Kok-Jar microdistrict, located at 7 Aprelya Street, 266/2. This comes despite the suspension of the operating license for the company involved, "Ulan Stroy Company."

Local residents have voiced strong complaints, reporting that construction work has been ongoing for three days, starting as early as 6 a.m., thereby violating noise regulations. They expressed confusion and frustration, noting that online reports indicated a three-month suspension of work and the company's blacklisting, yet operations quickly restarted after a brief halt.

Previously, the State Agency for Architecture, Construction, and Communal Utilities identified violations at the site. These included damage to a sidewalk due to excavation work and the commencement of construction without registering the project in the State Unified Register of Construction. Consequently, "Ulan Stroy Company" faced a fine of 200,000 Kyrgyz som, was placed on a blacklist, and its license was suspended for 90 days. The project's working plan and urban planning conclusion were also revoked.

Despite these measures, residents observe that the construction has resumed, leading to continued disturbances. They are appealing for adherence to noise laws and express dismay over the apparent disregard for official sanctions.
