Serbian Journalist: Investigation Could Reveal Use of "Sound Cannon"

A thorough investigation could reveal the specifics of when and how the L-RAD device, commonly referred to as a "sound cannon," was deployed, according to journalist Davor Lukač of the weekly Vreme. Lukač stated that these L-RAD units possess a recording capability, allowing for the tracking of their activation times and durations. He believes this is why the Minister of Internal Affairs, Ivica Dačić, has suggested the possibility of selling these devices. Lukač appeared on N1 television, explaining that the devices' logs could clarify their usage. "A serious investigation is needed to determine this. All these devices have their records: when they were used and how they were used. And I think they want to get rid of them, so that a serious expert commission doesn't come to determine this – to see what's with these cannons, to see how many minutes they worked…", he said. He also recalled the authorities' initial denial of possessing such devices. When this proved false, they claimed the devices were never unpacked, a statement also contradicted by images of a sound cannon outside the Parliament building. Lukač added that the devices were acquired during Aleksandar Vulin's tenure, questioning his responsibility. He suggested that instead of pursuing critics like military analyst Aleksandar Radić, former Chief of General Staff Zdravko Ponoš, and lawyer Aleksandar Olenik, the focus should be on accountability for the device's deployment. Lukač views this as another tactic by the government to intimidate the public. "What is missing here is an investigation that would easily determine, if they wanted to, who on March 15th issued the order to bring the cannons out of storage? Who organized it? Who commanded the MUP staff, which is responsible for such gatherings? Who in that staff issued the order to use the sound cannon? Who is the direct executor of that order? When these things are known, and they are easy to find out if internal control wanted to, but they don't, then the facts would emerge," Lukač stated. He believes it is unrealistic to expect a serious investigation while the current regime remains in power.
