Experts emphasize the need for clear Key Performance Indicators (KPIs) to measure the unit's success, focusing on recovered national revenue, reduced smuggling incidents, and successful prosecutions. These metrics should also encompass cargo clearance efficiency and improved compliance levels, ensuring the task force acts as a catalyst for smarter port and container management rather than just another layer of enforcement.

The effectiveness of the special task force of the Malaysian Anti-Corruption Commission (SPRM) and the Royal Customs Department (JKDM) needs to be measured through clear key performance indicators (KPIs), including the amount of national revenue recovered, reduction in smuggling, and successful prosecutions.

The proposed task force aims to be a platform for strengthening intelligence sharing, operational coordination, and strategic monitoring among agencies. This initiative follows discussions between MACC Chief Commissioner Datuk Seri Abd Halim Aman and JKDM Director-General Datuk Amran Ahmad regarding challenges in customs inspections, bureaucratic hurdles, and various domestic issues faced by JKDM. Amran shared insights into syndicate tactics for evading taxes, including smuggling and document forgery to obtain approvals under different categories.

The move comes amid concerns raised by industry players like Datuk Seri Jeyenderan Ramasamy regarding governance at ports, specifically alleged discrepancies between bills of lading and the physical movement of petroleum cargo. The establishment of the MACC-JKDM task force is seen as timely, as smuggling, false declarations, and document fraud not only result in revenue loss but also undermine trade integrity and confidence in national border controls.

Industry experts advocate for a comprehensive approach that integrates governance, technology, intelligence sharing, and inter-agency coordination, rather than focusing solely on enforcement operations. They stress the importance of clarifying the task force's mandate and its relationship with other border agencies like the Malaysian Border Protection and Control Agency (AKPS) and the Malaysian Maritime Enforcement Agency (APMM) to prevent overlapping duties. Before introducing new taxes or increasing existing rates, the government must ensure that due revenue is collected and not lost to leakages, fraud, or weak enforcement.
