Taiwan Balked at MH-60R Helicopter Price, US Now Selling 24 to South Korea at Higher Cost

Taiwan's defense procurement process has once again highlighted the complexities and potential inequities in U.S. arms sales. Our navy, facing aging anti-submarine helicopters, had previously identified the MH-60R Seahawk as a potential replacement. However, the proposed cost from the U.S. was deemed prohibitively high, leading to the suspension of the acquisition plan under the 'Divine Eagle III Project,' which had a budget of around NT$34 billion for 12 helicopters.

Now, in a move that raises eyebrows across Taiwan, the U.S. Department of State has approved the sale of 24 MH-60R helicopters to South Korea for a staggering $3 billion. This deal, which includes logistics and spare parts, translates to an individual unit cost of approximately $125 million (about NT$3.9375 billion). This price point is considerably higher than what Taiwan was initially quoted, and significantly more expensive than what our budget could accommodate.

This stark contrast in pricing is perplexing and frustrating for Taiwan. We understood that the U.S. was offering us a deal, but the subsequent sale to South Korea at a much higher per-unit price suggests a potential shift in U.S. military sales strategy or perhaps a lack of consistent pricing for allies. If Taiwan were to pursue the MH-60R helicopters now, based on the South Korean deal, we would likely need to budget at least $1.5 billion (approximately NT$47.25 billion) for 12 units – a substantial increase from our original plan. This situation underscores the challenges Taiwan faces in modernizing its defenses, particularly when navigating the U.S. arms market.
