Taiwan Education Ministry Plans to Relax Rules on High School Fees

Taiwan’s Education Ministry wants high schools to gain more flexibility in using existing fee income, allowing them to redirect up to 20% of miscellaneous-fee revenue to teaching and facilities.

The proposed amendment would let schools use part of their miscellaneous fees for teaching, student guidance, personnel, equipment and school-building repairs. Those expenses currently fall under tuition, while miscellaneous fees generally support administration, operating activities and other incidental costs.

The ministry said the change responds to schools’ practical teaching and administrative needs while preserving a balance in financial management. It emphasized that the proposal would not create any new charge for students or parents. Instead, it would change how schools can use money they already collect.

The 20% ceiling follows the limit for reallocating funds under Article 63 of Taiwan’s Budget Act, according to the ministry. Officials consulted municipal and county education departments, teacher representatives and legal scholars while preparing the proposed revision, which is currently under public notice.
