Taiwan Offshore Wind Industry Seeks Predictable Policy Amid Global Challenges

Taiwan's offshore wind power industry is navigating a complex landscape, facing global economic headwinds and increasing competition from Southeast Asian nations. Hsu Yi-teh, chairman of the Taiwan Wind Energy Industry Association, highlighted these challenges and presented four key recommendations to ensure the sector's continued growth and sustainability.

Speaking at a forum on project management and risk mitigation for the third phase of offshore wind development, Hsu emphasized the need for predictable, financeable, and executable policies. He noted that while the government's mid-to-long-term plan for 15-18 GW is positive, the concentrated timeline for grid connection poses a significant challenge.

The association's recommendations include maintaining a stable and continuous development rhythm to enhance market predictability and avoid disruptions to green energy supply and local supply chain investments. Secondly, they called for improved financing and support mechanisms to reduce development risks and attract more domestic and international capital.

Furthermore, the industry advocates for stronger cross-ministerial coordination to streamline administrative reviews, optimize grid connection planning, and allocate construction resources efficiently. This aims to lower execution risks and boost project efficiency. Finally, the association stressed the importance of deepening local supply chain development, moving beyond manufacturing to focus on quality management, project governance, and risk management to bolster Taiwan's international competitiveness in offshore wind.
