Taiwan to Raise Hourly Pay for Arts Program Teachers for First Time in 14 Years

The Ministry of Education in Taiwan announced that the minimum hourly pay rate for external teachers in public elementary and secondary school arts programs will be raised starting August 1, 2026. This adjustment is the first of its kind since 2012, aiming to enhance the compensation for specialized arts educators.

The new standard reflects a 14.7% cumulative increase in civil servant and public employee salaries between 2012 and 2025. For most external part-time teachers holding master's degrees, the hourly rate will increase from NT$575 to NT$660 per session. The ministry hopes this improved remuneration will attract and retain highly skilled arts professionals to teach in the specialized arts programs, which cover music, visual arts, and dance.

These arts programs rely heavily on external part-time teachers who possess advanced professional skills and practical experience. The adjusted rate is considered a minimum standard, allowing local governments and schools to offer higher rates based on their financial capacity and specific needs, further incentivizing excellent teachers to join the field.

Additional expenses resulting from the pay increase will be shared by local governments and parents, following the existing cost-sharing mechanism. The Ministry of Education has urged local authorities and schools to carefully assess their financial situations, current fee structures, and parental ability to pay, ensuring that financial support for disadvantaged students remains unaffected. The ministry also continues to promote international exchange programs for arts students, including master classes and workshops led by renowned international artists.
