Taxing robots: Fiscal challenges of automation

The increasing prevalence of automation and artificial intelligence presents a significant fiscal challenge, as these technologies generate economic value with reduced human input. Traditional tax systems, established during the industrial era, heavily rely on taxing wages and employment, which are becoming less central to value creation.

As companies achieve higher production and services with fewer employees, their revenues may grow, but the tax base tied to labor diminishes. This trend is evident in the United States, where social security and pension programs, funded by employment-related taxes, represent a substantial portion of federal revenue. A decline in the growth of employment relative to productivity gains threatens the sustainability of this model.

This situation has fueled discussions about an 'automation tax,' often metaphorically termed a 'robot tax.' The core question is how to adapt tax systems when labor's contribution to added value is declining while capital's share is rising. The idea is that if a machine replaces a human worker, it should contribute to public finances what the worker would have through taxes and contributions.

However, implementing such a tax faces considerable hurdles. Defining what constitutes a 'robot', whether an industrial manipulator, a software algorithm, or an automated checkout, is complex. Furthermore, determining whether to tax the machine itself, the savings on wages, or the increased value created poses significant practical and philosophical challenges for policymakers.
