Tây Nam Ward explains 550,000-dong compensation rate for land

Tây Nam Ward has explained why some households affected by the long-delayed ĐT.744 road project are being assessed at 550,000 dong per square meter, a rate that has drawn attention after hundreds of families waited 11 years for compensation.

Huỳnh Quốc Việt, deputy chairman of the ward’s People’s Committee, said the rate comes from the project’s earlier compensation framework and is intended to ensure equal treatment among households in the same project. The road upgrade and expansion covers the section from Km12+000 to Km32+000.

When the project was first implemented, the land-clearance boundary extended 15.5 meters from the road centerline on each side. Authorities compensated only for 0.5 meters and did not compensate for 15 meters classified as part of the road-protection corridor. In March 2014, the former Bình Dương provincial administration instructed the former Bến Cát district to provide support for nine meters of corridor land outside the six-meter area measured from the centerline.

The former district approved additional compensation plans for 114 files. Another 848 files were suspended after the provincial administration asked authorities to preserve the existing situation while it considered requests for support. In March 2025, the former Bình Dương administration agreed to resume payments for the remaining households. The support uses the project’s previous agricultural-land compensation rate of 550,000 dong per square meter, plus late-payment money calculated at 0.03% per day under tax-management rules. The calculation period runs from April 21, 2014, to March 21, 2025.

The project was approved in 2008 with a total budget of more than 835 billion dong, but compensation and land-recovery plans were not applied until 2011. Tây Nam Ward has since displayed and approved seven support rounds worth 15.578 billion dong for 53 cases, and paid 10.908 billion dong to 41 files. It said it will continue reviewing and classifying the remaining cases.
