Texas Governor Greg Abbott targets "birth tourism" with new order

Texas Governor Greg Abbott announced on July 21 that he issued executive order GA-57, instructing state agencies to investigate what he termed "birth tourism" within the state's healthcare system. Abbott asserted that individuals are traveling to the United States illegally or under false pretenses specifically to give birth and obtain citizenship for their children, labeling this practice as "fraud."

In a social media post, Abbott shared the directive, emphasizing that state agencies are tasked with investigating these alleged schemes and holding accountable "every provider who facilitates them." He concluded by stating, "U.S. citizenship is not for sale."

The executive order designates six state agencies to investigate and take action against alleged birth tourism schemes. These agencies are empowered to impose various sanctions on individuals and entities involved, including licensed professionals and organizations regulated by the state. The directive also covers those who advertise, promote, facilitate, provide services for, or otherwise participate in these practices.

Furthermore, the six state agencies may collaborate with federal prosecutors to identify and combat these alleged schemes within Texas's healthcare industry. This cooperation requires the governor's approval and must align with the state Constitution. The order remains in effect until modified, amended, or revoked by the governor.
