Top global firm Taiping Construction Group to fund Ho Chi Minh City infrastructure

Ho Chi Minh City is strengthening its infrastructure development by signing a memorandum of understanding with China's Taiping Construction Group, a prominent private enterprise ranked among the world's top 500. The agreement, witnessed by city officials including Vice Chairman Bui Xuan Cuong and Director of the Department of Construction Tran Quang Lam, signals a significant step towards enhancing the city's urban and transport infrastructure.

The Taiping Construction Group brings considerable expertise in public-private partnerships (PPP) and EPCF (Engineering, Procurement, Construction, Financing) models. The group has a track record of participating in major projects, including the Metro Line 5 project in Hanoi. This collaboration is expected to leverage the group's international experience and financial capacity to support Ho Chi Minh City's ambitious development goals.

The memorandum outlines a framework for cooperation in areas such as urban planning, technical standards, human resource development, and technology transfer. Both parties will exchange information to identify and propose potential projects. The Department of Construction will facilitate the process by providing necessary information and guidance according to Vietnamese law, while the Taiping Group will take the lead in research, technical solutions, and financial resource mobilization.

Notably, the agreement emphasizes that the Taiping Construction Group is prepared to provide funding for projects facing financial challenges in Ho Chi Minh City. This commitment, as stated by founder Nghiem Gioi Hoa, underscores the group's intention to actively participate in the city's growth. However, the MOU does not grant any preferential rights for project selection, with final decisions resting with the competent authorities.
